Professional Experience
David Bartz focuses on the litigation of environmental and construction issues. He has extensive experience representing clients in court and before administrative agencies including US EPA, Wash. Dept. of Ecology and Oregon DEQ.

• Environmental Litigation
EZ Drain v. Oregon Department of Environmental Quality. Successful judicial appeal of an adverse administrative order.
Hager v. Tire Recyclers. Successful defense of an environmental contractor.
Port of Vancouver v. CPU. SEPA appeal related to water rights. 

• Permitting
– Lead attorney for airline team which developed a favorable Clean Water Act permit for the Portland International Airport.
– Kept a new plant open for Fortune 250 company after the agency moved to pull the air permit.
– Assist project proponents with NEPA/SEPA/ESA issues.

• Hazardous Substances
– Brownfields work for Pacific NW Gas transmission headquarters on the Portland waterfront, the Clackamas Crossing development and the Consumer Power former headquarters Ninth Street project.
– Successfully defended a potential administrative fine for RCRA violations of over one million dollars.
– Completed numerous hazardous substance cleanup projects in Oregon and Washington.

• Construction Clients
– Resolved various disputes for $350 million construction project.
– Successfully represented disappointed bidders on public agency projects.

Diversity in the Profession
Mr. Bartz serves on the Access to Justice Committee (Oregon Department of Justice).  In 2007, he was honored by Oregon Women Lawyers Association for his work in promoting women and minorities in the legal profession.  In 2008, the World Arts Foundation presented Mr. Bartz with a Lifetime Achievement Award for his work to advance the success of minority attorneys.  In 1999, Mr. Bartz was awarded the Oregon State Bar President's Affirmative Action Award.

Professional & Community Activities
Mr. Bartz is the Chair of the Natural Resources, Energy and Environmental Law Group of the firm. He served as Associated Oregon Industries representative on Oregon's Air Toxic Advisory Committee ('00-'02). He is also a past Board member and Secretary of The Leukemia and Lymphoma Society, Oregon Chapter (2000-2009). Mr. Bartz was General Counsel for the Associated General Contractors, Oregon Columbia Chapter, and Chair of the OSB Construction Law Section. 

Mr. Bartz has been selected by his peers and clients to be listed by Chambers USA, Best Lawyers in America, and Oregon Super Lawyers as among the top attorneys in his field.
